繼2019年2月首次征求意見(jiàn)之后，近日，《住宅項目規范(征求意見(jiàn)稿)》第三次向社會(huì )公開(kāi)征求意見(jiàn)。居住生活關(guān)系到每一戶(hù)家庭的安居樂(lè )業(yè)，征求意見(jiàn)稿中涉及基本規定、居住環(huán)境、建筑空間、結構安全、室內環(huán)境、建筑設備等多個(gè)方面，一些標準較現行標準有所提升，回應了廣大居民對美好居住生活的更高需求。
比如，征求意見(jiàn)稿中明確，“層高不應低于3.00米;臥室、起居室的室內凈高不應低于2.50米”。相較于現行規范，層高和凈高標準分別增加了20厘米和10厘米。層高越高，居住空間就越大。而目前一些老小區層高略低，影響了人們的居住體驗，很多購房者在購買(mǎi)二手住宅時(shí)都曾有這樣的經(jīng)歷。征求意見(jiàn)稿中關(guān)注層高標準的提升，能夠有效改善廣大居民的居住舒適度。業(yè)內專(zhuān)家告訴記者，通過(guò)調研發(fā)現，目前相當數量的城市高層住宅層平均層高實(shí)際上已經(jīng)達到3米，此次標準的修訂，實(shí)際是現行做法的集中體現和總結。不過(guò)，層高更高對于房地產(chǎn)開(kāi)發(fā)企業(yè)而言有可能增加一定成本，如果層高略低一點(diǎn)，層數多的高層住宅可供銷(xiāo)售的住宅就有可能多出1層甚至更多。而《住宅項目規范》具有強制性特征，一旦實(shí)施，所有市場(chǎng)主體均須遵照執行。
還有一些要求也關(guān)乎居住舒適度。比如，日常生活中，很多人困擾于樓板不隔音，由此引發(fā)的鄰里糾紛也不少。樓板厚一些，隔音效果可能會(huì )更好些。征求意見(jiàn)稿中明確，“新建住宅建筑的鋼筋混凝土結構樓板厚度不應小于100毫米”。還比如，“臥室使用面積不應小于5平方米;住宅套型不設起居室時(shí)，臥室使用面積不應小于9平方米;廚房的使用面積不應小于3.5平方米;便器、洗浴器和洗面器集中配置的衛生間的使用面積不應小于2.5平方米”。不僅通過(guò)具體數值對于有關(guān)空間的面積予以規范，人們關(guān)注的采光也有明確要求。征求意見(jiàn)稿明確，“每套住宅應至少有一個(gè)居住空間能獲得冬季日照”;“每套住宅臥室、起居室、廚房均應有直接采光”。
關(guān)于電梯的條文也頗受關(guān)注。征求意見(jiàn)稿明確，“入戶(hù)層為二層及二層以上的住宅建筑，每單元應至少設置1臺電梯”，這表明，電梯可能將成為未來(lái)城鎮住宅的標配。業(yè)內人士普遍分析稱(chēng)，將電梯作為住宅標配與當前社會(huì )老齡化趨勢相呼應。同時(shí)，征求意見(jiàn)稿還規定，“入戶(hù)層為四層及四層以上，或入戶(hù)層樓面距室外設計地面的高度超過(guò)9米的住宅建筑，每單元應至少設置1臺可容納擔架的電梯”。近些年，由于電梯體積過(guò)窄導致?lián)茈y以進(jìn)入，致使居民在急癥救助時(shí)面臨困難的新聞時(shí)常出現。征求意見(jiàn)稿對于電梯有更為精確的要求，有利于通過(guò)提高技術(shù)標準切實(shí)保障廣大人民群眾的生命健康安全。
對住宅內部進(jìn)行明確規范的同時(shí)，征求意見(jiàn)稿對小區周?chē)幼…h(huán)境的要求也有所明確。比如，隨著(zhù)電動(dòng)汽車(chē)的增多，充電樁的需求量更大。征求意見(jiàn)稿明確，“應配置新能源汽車(chē)充電設施或預留安裝條件”。綠地既美化環(huán)境，也日益成為廣大城市居民休閑運動(dòng)的好去處，對于綠地的設置，征求意見(jiàn)稿同樣也有明確。包括“居住街坊內應設集中綠地”;集中綠地寬度不應小于8米”;“集中綠地中，在標準的建筑日照陰影線(xiàn)范圍之外的綠地面積不應少于三分之一，并應設老年人和兒童活動(dòng)場(chǎng)地”。
中國建筑科學(xué)研究院有限公司高級工程師王清勤介紹：“征求意見(jiàn)稿是底線(xiàn)要求，有不少地方比現行標準適當提高，這有利于服務(wù)人民群眾的美好生活，提升老百姓的獲得感和幸福感。”未來(lái)的住宅項目建設以適用、經(jīng)濟、綠色、美觀(guān)為目標，相信隨著(zhù)相關(guān)標準的進(jìn)一步完善和提升，居住生活定會(huì )更加便利、舒適和溫暖。（亢舒）
